Introduction

Two specifications dominate the world of high performance conformal coatings: MIL-I-46058, which was declared inactive for new designs in 1995; and IPC-CC-830 Revision B, Amendment 1, which is currently active. These documents delineate a minimum set of performance criteria for polymeric conformal coatings used on high performance electronics. For many years, MIL-I-46058 and IPC-CC-830 were kept virtually identical such that coating vendors would not have to perform different tests to achieve the same end goal. When the IPC Conformal Coating Task Group (CCTG, 5-33a), as part of standard IPC review policies, began to work on Revision C of IPC-CC-830, decisions were made to move out of the shadow of MIL-I-46058 by incorporating new classes of conformal coatings. With the incorporation of new material classes, the question was raised as to what the pass fail criteria should be for these new materials for various tests. A reasonable course of evaluation would be to use the same testing by which the MIL-I-46058 criteria were first established, and subject the new materials to the same test protocol. Unfortunately, those tests were performed in the mid to late 1960s and no records could be found of how the criteria were first established. Not even the most senior of the task group members could recall how those values were obtained.
